This is it exactly, every time I questioned "why tf is this person here after making that racist joke" it was always met with, "it's fine he said he was sorry" " it's not that serious dude he was just joking" etc. It's infuriating.

Truthfully the answer lies in what other communities do. I've seen it before amongst my white friends they just straight up don't actually hold each other accountable. The amount of times I've called someone out for saying something messed up then they'll be right back in the friend group lost count

Definitely not wrong, but it's also time for white people to start making family dinners and get togethers uncomfortable. Hold each other and your close circle accountable even if it means just going no/little contact
