Well yes BUT if you have multiple devices on the same internet and they don't have any other outlet like cellular, twitch just tracks the network IP, or the IP of the router device rather than each IP connected to that router. At least that's how I'm understanding it? I could still be wrong.

fun fact: twitch counts individual viewers by IP address, so if multiple people are on the same IP, say, in a public place like a school, then EVERYONE on that wifi counts as 1 person
