5,400 UAS children have been accommodated by the Home Office in hotels, outside of the local-authority care system - over 400 of whom have "gone missing", with 154 still missing at the time of the hearing, including a 12-year-old.

The judgment is built on the obvious foundations that, by the Children Act 1989, local authorities are responsible for looking after all children in their area who have no adult to look after them.
