Not really. Low grade waste heat (can't even boil water) requires immediate, local use. Sure you could heat a couple homes but they would need to be very close to the source, unless you are chasing the waste by throwing more energy at it.

To put a finer point on it, this is in terms of electrical power input. One watt electricity in, one watt heat out. Improvements in node size might give you more computing power per watt, but they alone will not improve the *grade* of heat. Low grade heat is good for the H in HVAC, not much else
