What happened today?

Behind closed doors, the Law Enforcement Working Party group approved the revised Danish Chat Control compromise with broad support. While mandatory scanning had officially been dropped, Article 4 of the new text reframes and reintroduces it by obliging providers of e-mail, chat, and messenger services to take “all appropriate risk mitigation measures”. This effectively forces providers to scan all messages, including private, end-to-end encrypted content.

The same article outlaws anonymous communication by requiring every citizen to verify their age before accessing a service, kneecapping whistleblowers, journalists, political activists, and people seeking help who depend on anonymity. Article 6 further imposes a digital house arrest and would ban minors from installing software which comes with a significant risk of grooming, such as WhatsApp, Instagram, and online games like Roblox.

What happens next?

The legislation now moves to the Coreper (Committee of Permanent Representations) for approval. Without major political objections, the Council will formally adopt its position. At this stage, both the Council and Commission unite in imposing mass surveillance on all 450 million citizens of the European Union and we enter a rushed trilogue. Unfortunately, while the mandate of the European Parliament does not suffer from the same flaws, the Parliament is traditionally known for giving in.

If you are a UK user of Twitch; Streamer or Viewer, you must now verify your age by using a third party American company (k-ID) by scanning your face if you want to stream or watch content under a Content Classification Label.

Not all seem to have received an email either.

An email from Twitch which reads:

"Hello [BLANK],

As a UK-based Twitch user, we want to inform you of changes coming to Twitch in order to comply with the UK’s Online Safety Act. Starting today, we are introducing mandatory age verification for users in the UK who want to watch certain types of content on Twitch that may not be suitable for everyone. This change helps ensure that we provide a safe, age-appropriate experience for UK users between the ages of 13 (the minimum age required to use Twitch) and 18.

What this may mean for you:

You will need to verify that you are 18 years or older in order to watch content on Twitch with certain Content Classification Labels (CCLs). Soon, you’ll also need to verify your age prior to streaming content with certain CCLs.
When attempting to view this content starting today, you will be shown a prompt to verify your age through a quick facial scan.
This is a one-time process and once completed, you won’t need to verify your age again on Twitch.
Your privacy is incredibly important to us. Neither Twitch nor our third-party vendor, k-ID, store data from facial scans. Your video selfie is used solely for age verification purposes and never leaves your device.
