The individuals posed no imminent threat to U.S. forces or the United States. Intelligence analysts merely became confident they were ferrying drugs.

That is not a predicate for lethal force. Nor does the theory that survivors “could theoretically call other traffickers” support necessity.

Even in armed conflict, LOAC forbids no-quarter orders, i.e., directives to kill all persons irrespective of surrender or incapacitation. This is a per se war crime.

Persons hors de combat, including survivors in the water incapable of resistance, are protected and may not be targeted.

which agencies are involved in security vetting? what a volag is, or an RSC? ever seen a spreadsheet for USCIS circuit rides? the difference between a lily pad, and a safe haven? do you know what happens when an initial tb test fails, and which hospitals can do a sputum test?

do you know when the statutory language for 10 USC 12406 was passed by Congress? have you read the "regular forces" amicus brief? all of it?

are you familiar with the Home Rule Act? what differentiates the DC guard deployment from the LA, Chicago, and Portland deployments?

I fought in Afghanistan, was deeply involved in the relocation efforts, and have followed these National Guard deployments professionally, for work.

I feel specifically qualified to speak to this exact set of circumstances
