If it’s a data issue then possibilities are: over reporting of expenditure, or (more likely) under reporting the denominator.

Second reason: one of the ways you can make money with gambling is to allow money laundering. For that to work you keep the vig low and with high turnover still make money (high stakes casino games fit this). Perhaps with the increased scrutiny on whales people stopped using casinos as a laundrette

One possible reason: people stopped playing poker machines as much during and after covid so venues change the settings on the machines so that they pay out less to bettors. The reason it retains revenue is because those people who remain are hopelessly addicted.
