Germany outgunned the entire world by a factor of around 5:1 in 1938. Far more advantage than USA has now. And they lost.
In terms of casualties, around 30,000,000 died on the eastern front.
USA finally turned up in 1944 with a little over 400,000 troops to hit the depleted rearguard.

War crimes are generally prosecuted by the ICC which outranks POTUS, SCOTUS and Congress by a wide margin. A presidential pardon or even a domestic law change would not help him. That said, enforcements of ICC warrents is historically poor. He just will not be able to leave the country.
