Land entitlement at the local levels takes years and negotiations for approvals are costly. Municipal demands increase costs pricing out buyers.

Says builders can only build what cities allow.

Understanding the distinction between housing supply and housing inventory is critical for designing policies that actually improve affordability. Without long-term growth in housing supply, short-term inventory challenges will persist—and buyers and renters will continue to face higher prices.

Because of its lower lot sizes and action on floor area ratio, St Paul’s results create more flexibility and housing options than Minneapolis (floor area ratio is limiting the effectiveness of the reforms).
