She was coming out of a hospital stay so it might have also been sold as a step down facility. She was stubborn and it needed to happen and she ended up happy there.

I was skeptical at the time but with my grandmother in her 90s they took her for an overnight stay to “check it out” and about 3 weeks later she said “I guess I live here now.” This was done on the advice of the social worker.

The effects @ NIH have to do w grant making and staffing. Publishing is mostly independent of the NIH. The NIH just hosts the articles. There is no reason to be more suspicious than usual about the studies hosted there though as always bad science does sometimes get published. That’s a longer convo.
