To give a specific example this is a page from CTA's Red Line Extension application for federal funding. On the surface I can understand wat each of these is but can't evaluate whether a 35-year term limit or 0.75% issuance is appropriate or what the long-term impacts are.

Your DMs are off fyi. Technical information/muni market basics is the broad are of interest. Looking for information on how to evaluate things like debt to gdp ratio, bond rates, items that when a City like Chicago announces intent to do something, I can better understand the impact.
