New York could be pretty easily divided into four states using existing county boundaries, each with populations greater than the median state population and all with strong gdp centers, so you’re not creating any new poor rural states.

Eight states I think, and they’d all have a population greater than the median state, they’d all have GDP centers (no new poor rural states), and could be accomplished using 99% county boundaries (only dividing counties that are currently larger in area than Rhode Island).
