Infuriatingly, I can’t think of how to convene a court martial for a 4-Star admiral, unless they demote him first.
I don’t think we’ve ever had a court martial for anyone above two-star rank, and even that is logistically next to impossible (see, e.g. www.airandspaceforces.com/air-force-ph...)
