Old definitions of 'drugs'/'medicines' form a problem for controlling antimicrobial use. Two main Qs are:
(1) Does this definition include medicated feed for animals? (Probably)
(2) Does this definition use the use of mediciens as growth promotors? (Probably not)
Out of scope = uncontrolled use
