That's okay. If the tariffs don't fully close the budget gap, they can just use the tariffs to pay for it. Also to pay for tariff "rebate" checks to everyone. Also to pay for subsidies to farmers who were screwed by the tariffs. And more! Tariffs are magic! Everybody knows that.
