Granted, he does NOT have to admit guilt to get a pardon, but a pardon cannot be given unless it's forgiving a crime that the Federal Government believes took place.
Also, it doesn't stop any of the State or Local prosecutions and/or convictions.

Also, a pardon is forgiveness of a crime. So he COMMITTED A CRIME that was then forgiven.
