Are they investigating the Uniform Military Code of Justice as well because the prohibition on following illegal orders is in there, too.
As long as Russia thinks they can achieve their war aims through war means, this conflict won't end. There is no diplomatic solution today that Russia and Ukraine can accept. The only coherent path is to arm Ukraine and further sanction Russia so that Russia has to abandon their aims.

It is also DOA as Russia has rejected it. Issuing a deadline for Ukraine to accept this is bonkers.

This version of the reporting claims there would be a US security guarantee, but if it is the kind of guarantee that can deter Russia, that means the US would militarily intervene to defend Ukraine which is basically NATO.
