Weaponized incompetence is still a weapon. Hostile nations and non-nation actors' using weaponized incompetence to topple a foreign adversary is still an attack. Holding a nation hostage with weaponized incompetence is an act of war. Weapons may change but the underlying motive and goal hasn't. 1/7
