Here is a FAQ sheet that will clarify what Portland City Council does and doesn't have power to do in relation to revoking the Macadam ICE permit.
TL;DR:
(1) CC cannot unilaterally revoke the ICE permit;
(2) CC cannot lean on PP&D to do it;

End result of this "research" is that Ryan was considered a progressive until he got into office and started making decisions and seems to have shifted into what was either his actual politics or into what he believes is better politics for elections. Either way, there's a clear shift.
