At the very least it was a violation of DoD Law of War Manual §18.3.2 & 18.3.2.1 (especially the latter). The manual merely says that our military personnel may not attack the shipwrecked. There's no requirement of an attempt to surrender.

I wouldn't be surprised if DOJ offered a plea deal that involves the guy being judged to be insane & he spends a little time in a mental hospital.

It's my argument that the Citizens United case due to there not being any corporations being executed. There should have been one when PG&E caused the Paradise fire which killed 85 people.
If corporations are people too they should be held to the same standards as individuals when they kill people.
