That is really shocking - I had no idea so much of the funding for foster care was wasted.
I think there is also a lot of waste in the social care system e.g. a family member might qualify for £83.50 in carer's allowance for 35 hours care per week.

The reason I ask is because my elderly father suffered a huge decline in health after contracting Covid and I'm currently fighting to get funding for him to be cared for at home rather than a care home.
I'm desperate to keep Dad at home because of the risk of reinfection in a residential facility.
