Not going to pretend I know much about actual safe limits for lead exposure, but this seems to relate to California's prop 65 limits, which seem to be anomalously strict compared to other limits. The EU generally seems to have limits at least an order of magnitude higher than even Huel Black.

For additional context, here's a chart of percentage U-235 vs. bare sphere critical mass (top line). Obviously, much less practical towards the left, but this can be somewhat improved upon with the use of a tamper, as in an implosion-type bomb.

Minor (or potentially major) quibble: while, yes, 'weapons-grade uranium' is defined as at least 90% U-235 the term is somewhat misleading as nuclear weapons can potentially be manufactured with significantly less highly enriched uranium - Little Boy was only ~80% U-235, for example.
