Like the rest of Philippines it was a US territory until 1948 and some of the local people were born US Citizens so many speak American English.

As a thought experiment, we have a population who has never had a single death from measles in 500 years. Their parents were all vaccinated and measles still exists.
For concrete, skeptical thinkers - it's reasonable to ask if measles really exists?
