I don't keep a list anymore because I'm always trying new stuff & the effect can really depend on how it's used, so my answer will come with an explanation/demo as well.

sai's blur tool is leagues beyond everyone else. not every program has brush stability settings. or rulers. there's nothing intuitive about layer effects & they're different between every program. raster vs vector, dpi, auto actions... hot press, internal sizing, gsm...
