Sounds to me like they need a refresher on policy governance but they also need to have a strong admin team they will trust so they are decision-makers as elected.

This nickle and dime stuff is ridiculous. Nobody wants to be the adult in the room and say we have to stop some of the peacock projects and live within our means and stop allowing bedroom community residents from utilizing services for nothing. Stop borrowing money.
