The simplest way is to use VLC or MPC-HC on a PC (not the vanilla MPC, it’s very old) + codecs from Codec Guide in case the video file doesn't play or subtitles won't show (the standard installation should be enough). The mobile version of VLC should also work. Dunno about consoles, Rokus, etc.

Before anyone asks: no, it won't be the Famicom Goemon 2. A bit of a missed opportunity, now that I think about it.
