When Saruman takes over the shire, nobody comes to help. They built their walls so high that nobody even knows they're in trouble.
It's only the when our boys return that they're able to drive Saruman out. Notably, Merry and Pippin (who've spent the most time in other cultures) lead the charge.

I don't think Tolkien liked hobbits. He liked the main 4 (and Bilbo) but these were exceptional. Most hobbits are written to be small minded, arrogant and a little bigoted. More concerned with the state of their garden than the state of the world. And it nearly destroys them.
