But very obviously should be opt-in - for fairness and to actively encourage non-driving

Ideally they would positively charge for parking, to normalise the fee-paying-process upon those choosing to drive. Rather than crediting the non-drivers.
UK shops, by law, positively charge for giving out plastic bags, rather than give discounts to those bringing their own bags

People sit running their ICE for their whole lunchtime - without giving a second thought to the fact that they are paying fuel duty despite not doing mileage. Yet suddenly everyone is examining the anomalies with pay per mile, as if fuel duty doesn’t have similar

The UK authorities can already use one’s mobile phone data and wearable tech data in criminal investigations.
No reason why the car’s data should not also be used ( some cars already collect such data ).

Duties charged for driving are not ring-fenced for road maintenance.
You might just think they are due to a sense of entitlement.
But, like tobacco and alcohol taxes, driving taxes go into the consolidated fund for the benefit of all public services and amenities.

One of the nuanced problems with annual ( eg MOT ) readings is that it doesn’t sufficiently nudge behavioural changes.
The government wants this for the obvious financial reasons. Whereas I want this for environmental reasons. Which needs the ouch from real-time billing
