The gov't has been “shut down” for over 8 months since Trump took office a 2nd time. They've shut down parts of the gov't they don’t like (USAID), fired, laid off, or furloughed, hundreds of thousands of federal employees, impounded appropriations from Congress for activities/states they oppose.
