Yes. This is how the handful of states that have used RCV for their Dem pres primaries have done it. Ranked choice voting here is being used to describe the process from the perspective of the voter (you are ranking candidates) rather than to a specific tabulation format (like IRV).

There’s already minimum threshold set for getting any votes. Instead of votes for anyone below the threshold being wasted (as happens now), you reallocate to second, third, etc. choices until all remaining candidates are above the threshold. Then you do the proportionate delegate allocation.

There’s really just the one way to do single-seat RCV, but Minneapolis has a cap of three rankings, which could be meaningful in a big field like this.

Website still shows an outage in my area. I'm more confused now but still angry because comcast is the worst but it's my only option and we really need to regulate cable as common carriers.

I wasn’t too worried about election givens how decentralized they are but the one way in which they aren’t decentralized is that a handful of companies run almost the entire market of voting machines.

I’ve been in Chicago for 5+ years and I’ve never once watch a local news broadcast live. I’ve only seen clips when I get linked to articles.
