One new, previously unreported detail: AXPC appears to be connected with AFPI, a right-wing think tank at the center of planning for Trump’s second term. Slides prepared for AXPC's April board meeting list an op-ed penned by an AFPI director bashing the methane fee as an AXPC accomplishment.

Lastly, the internal docs also include a detailed list of executive orders the O&G industry wants revoked or enacted, rulemakings the industry plans to target, and scientific studies the industry is pushing for.

During the last Trump admin, sloppy work meant enviro groups could successfully challenge many decisions in court. The O&G industry worries that "overly biased approaches could leave policies/projects more vulnerable to litigation" again under a second term. Any groups out there ready to litigate? 👀

The O&G industry *really* wants to kill the methane fee — the first direct fee the federal gov has ever imposed on GHG emissions. They're pushing the GOP to kill it via reconciliation, but are afraid they'll go too far and gut the entire IRA, which has actually funneled billions into the O&G sector.

Gutting EPA's methane rules is priority #1, but the O&G industry fears the Trump admin could go too far, leaving corporations "caught in the middle between R supporters and investors/stakeholders." Industry needs the veneer of regulation to hold onto contracts (especially to sell LNG to the EU).

Let's start with tax policy. The O&G industry wants to immediately deduct intangible drilling costs, or IDCs, from their taxable income. This is a major priority that they've been lobbying Congress on for a while. Under a GOP trifecta, industry fears "populist pushback" to this corporate handout.

AXPC says that the oil & gas companies it represents are “committed” to reducing their emissions.

But slides marked “Confidential” show that the volume of gas flared by AXPC member companies rose 21% from 2022 to 2023, and one company increased its flaring intensity 134% in recent years.

Two executives of AXPC member companies — Nick Dell’Osso of Expand Energy and Toby Rice of EQT Corporation — were in the room when Trump made that pitch. Other executives, along with AXPC CEO Anne Bradbury, met with JD Vance in mid-June.

How exactly will industry accomplish this? It’s all laid out in AXPC’s guide for campaigns and transition teams. A table of contents includes lists of existing E.O.s to modify or revoke, new E.O.s to enact, rulemakings to scrap or initiate, and scientific studies that would bolster AXPC’s positions.
