Great to speak to @nytimes.com on "How China’s Rare Earth Chokehold Could Strangle Europe’s Military Buildup"

Happy to contribute to urgent @merics.bsky.social Forum, expertly hosted by Grzegorz Stec and colleagues! I argue that risky promote policies (price floors, state investment, guaranteed offtake) that "plug holes" are necessary...

But not enough...

China has hit Europe (almost) as hard as the US with rare earth and other material export curbs.

Which of President Xi's goals does this serve?

🚨📕: PUBLICATION ALERT -

Why Europe is not merely "collateral damage" in the US-China rare earth saga. China’s critical raw material weapon(s) serve Xi's much larger goals!

Great to speak to the FT, sharing quotes on geopolitical aims behind Chinese industrial policy - and what this means for Europe's chances of achieving reverse tech transfer through Chinese investments in EU, like CATL's in Spain

Things can get a lot worse, very fast. US has -de facto- called a critical raw material emergency. Just waiting for the EU to do the same.

Our scenarios / how to make this succeed:

Entirely unsurprising.

For years companies have told me they are “dual-sourced”, only pointing to first/second-tier suppliers. If USGS/EU say 100% heavy rare earth refining and 98% gallium production happens in CN, you are NOT dual sourced.

feedback based on your reading of the phase-1 report ([email protected]), to improve the final report. Please find all responses below. You can find the full participants list in Annex B.
March 14, 2025 at 9:31 AM
7. Participants do not regard ESG requirements as an effective means of strengthening material supply security.
March 14, 2025 at 9:31 AM
6. A ‘buy European’ policy and the imposition of tariffs in coordination with G7 and partner nations are seen as ‘moderate reward, high cost’ measures.
March 14, 2025 at 9:31 AM
5. State investment, financial support for overseas operations, and joint security standards within the G7 and with partners are ‘limited regret’ options that could help bolster supply security by 2030.
March 14, 2025 at 9:31 AM
4. Investing heavily in research, technological advancement, and workforce development is a 'no regret' measure. Two ‘few regrets’ measures – stockpiling and expediting permitting procedures – are viewed as highly effective with minimal downsides.
March 14, 2025 at 9:31 AM
3. Participants view financial support, including for mining and processing operations, as the most effective policy.
March 14, 2025 at 9:31 AM
Workshop outcomes:

1. No policy offers a silver bullet. An integrated strategy combining ‘promote,’ ‘protect,’ and ‘partner’ measures could establish a vertically-integrated, China-independent supply chain by 2030.

NEW @euiss.bsky.social REPORT🚨:

Current EU policies to de-risk raw material supply chains are moving far too slowly

Nine additional EU and partner policies can fully de-risk gallium, germanium, and rare earth value chains by 2030!
