situation is very similar to that with private schools: the private system will go after all the easiest/most profitable clients, leaving the public system actually worse off because now they're stuck with all the really difficult ones.

that's fair. obviously preferable if he had just not proposed this deal in the first place. I'm just saying that I don't mind if he screws it up.

my read is that he doesn't really care if the thing actually gets built... just wanted to get some of the cons off his back for a while. if the project Northern Gateways for a few years and then blows away like a fart, no problem.
