I got another pdf sent to me (on U.S. Soccer letterhead) that says leagues can be flexible starting next year. Still can’t tell if it is legit.

This is a little out dated but this is the number of teams I would have in each level with regionalization. If you added the "2" teams with the bottom group, you could easily get to 6 - 8 conferences.
