According to the old rules, Trump is the subject of the sentence and "and his goon squad" is modifying that subject. It was drummed into my head by modifying complex sentences back in the 1960s.

The 50s? In my family, that meant all the Uncles sitting together with their after-dinner beers and discussing whether the war in the Pacific or Europe was a hairier experience. Most of the kid's played board games, I sat behind the soffa and listened to them talk.
