In NYC, temperatures drop dangerously low to Kindred kind. Risking them freezing solid without layers of insulating clothes and warm environs. Especially in the wet and snow. See the main rulebooks for rules on weather and exposure during low temperatures. Risk of freezing solid etc. What is perhaps not obvious is the social consequences. Those who can afford to pass the depths of winter in comfort do so inside walls. Bound mostly to light travel and their fastnesses. Elysium or Haven. Domains slowly go unpatrolled. Some pass it through Torpor, sleeping it away as their retainers wait to wake them. During that time the streets, the wild of concrete and rain… belongs to those with no choice in the matter or those willing to risk the danger for power. What can the rich and hidden do to stop them? Are they willing to come out in the freezing rain away from their ghouls and socialising? To fight for control of streets they would have to be out every night to do? No, they bide the bad weather. Only the Swords and Rods are left to watch and take action. Geared well and supplied it is their duty. But as the wild alleycats come out from the woodwork how many can twenty or so kindred truly pursue while keeping their own domains safe and secure. The young and feral become the power on the street. The cars gently rumbling at lights to keep the heat on while they eyeball prey on the sidewalk, alleys and bars. In winter the poor and powerless are free, if they are willing to chance the risk. To feed, to sire in secret and come spring… who knows.
