I guess its like ePub readers too, I use Moon+ Reader on android & calibre library on windows. Both let me scroll or page as I wish

that sounds like hell for phone users. I'm not sure there is a way since pdfs are formatted to be printable. You could try putting it in an ePub(basically a specialized html container) and that would give you the pageless view you'd want. Sigil is what I use to make/fix ePubs.

I'd think 'uses cane' would be enough but I'll have them add requires extra time & has mobility issues.
