在法律法规的执行上对不同群体，不论是从性别还是种族或者其它方面来划分而以不同标准对待，不仅是对公平公正，特别是司法公正的破坏，而且在不同群体之间人为地制造矛盾。中国大学管理层是否普遍有偏袒少数族裔的做法，至少在我所知范围内是这么做的。这里有些是明文规定，有些是潜规则，但是有一点是共同的，就是让管理者尽量方便，而不是考虑是否合理和公平公正。其实质是管理者或者阶层的利益优先。
