There was no formal agreement that I'm aware of between Alberta and Ottawa -- certainly nothing that materially advanced federal climate plans. It was just a ransom: "build this pipeline or we're done."

By the media mostly, but also large segments of voters. An example that comes to mind is Bob Rae’s NDP government that got endlessly skewered, while Mike Harris was given a pass in the press. It ushered in one of the most destructive governments in Ontario history.

I don’t disagree with that. But when we’re at the final hour and a choice has to be made, the right ALWAYS gets a pass the non-right never gets. People make false equivalencies that directly lead to not just a slightly worse option, but a catastrophic one.
