Yes it was one of the reasons he wanted to get rid of CFPB which regulated banking. His plan had X being like a pay pal/credit card payment scheme.

It’s a must read (or lesson) he gave the NOAA part for free in 2017. He had just started book tour when his 19 year old daughter died in car accident & I don’t think he ever returned to promote the book
