Probably because quirks usually show (or not) by 4. Rei wanted Touya to have a sibling for support (that's why the short time frame there), but when Touya's quirk starts going off the rails (3 yrs later), they have Natsu. Natsu's 4 years older than Shouto--after he doesn't have fire.
