There are so many reasons this is silly. The most important being that the movie made it a dream because the filmmakers thought the 30s audience wouldn't accept it if the place was real. The author made it very clear he considered it a real place.

I don't know the media matters as much as people say. We see that in recent elections. The people are fed up. They may not act like it in social media spaces where the worst people dominate, but when they vote, they're voting against Trump.

There are enough emotionally unstable people that he only needs 0.01% of them to react with violence, and then he can claim he HAS TO react with a strong arm. Every bit of violence works to his advantage. Why would he need a false flag? He can just pretend ANY act was caused by the left.
