There is no law of armed conflict that allows for the killing of combatants who are no longer a threat. It is a requirement of the Geneva Conventions to show mercy.

There are 3 instances of survivors after initial strike

1. They intentionally killed them - a war crime or murder
2. They rescued and repatriated them - why no charges if they were 'narco terrorists'?
3. They gave Mexican Coastguard location. They were never found - negligent homicide?

I am no lawyer, but look up the "Death on the High Seas Act" - I briefly skimmed it, but it looks to me, that a lawsuit could be a possibility under that.

I suspect we will see lots of crap about trying to redefine the meaning of 'enemy combatants' in the coming weeks. Regardless, it is inhumane and shameful.

Am I right in thinking that if they are indeed 'enemy combatants', then the Geneva Conventions require that we are to give quarter, or show mercy if they are no longer a threat?

Fair comment and good point. I suggest this because those who trade on inside info will instantly be known. If there is an outright ban, those same dishonest ones will still profit by using friends/family. That said, if they really want to, either way they will still figure out a way to profit.
