Clean energy projects that can prove First Nations attributes —majority or minority ownership, benefit-sharing, cultural heritage, verified consent, procurement and jobs— can get that attribute on their certificate thru the Guarantee of Origin scheme.

Prepayment for electricity has been a convenient tool for governments and retailers to shift risk and responsibility for energy debt onto low-income households.

It reflects a deep policy failure.

Electricity prepayment customers should be at the centre of energy reform, not the fringes.

These consumers cannot choose their retailer, access competitive offers, or benefit from rooftop solar or lower-cost opportunities available to most Australians.

First Nations groups can participate as equity or debt investors in clean energy projects. Doing so can improve investor’s access to pools of capital and decrease the time taken for projects to progress through development.

Prepayment electricity reform is critically needed.

Prepayment systems are either voluntary, the default option or mandated in many regions with large First Nations populations including the Northern Territory, Western Australia, Queensland and South Australia.

We are no longer passive hosts of energy projects. Companies and governments foisting energy and mining project decisions onto our communities is no longer acceptable. First Nations voices, interests and rights on Country can no longer be ignored.
