More about Plutarch, perhaps we get a chunk of flashbacks to Plutarch plotting against the Capitol before the 2nd Quell, but that's a risky storytelling that needs to be written very well, otherwise it would fall flat on its face. The main focus is Plutarch and how his gears shift against Snow.

Plutarch's POV benefits:
To quote Plutarch from SOTR,
"The desire for freedom is not limited to the districts".
That could be a perfect hook/voiceover for the movie to use, similar to Woody Harrelson's beloved "I think these games are gonna be different".

Benefits
Follows Haymitch's games and leads into Katniss' life chronologically.
Ties well into Haymitch's epilogue of getting to watch Katniss grow up with Burdock, visiting the hob as a little girl - that is if they choose to write from his perspective. Only way it'll work, of course.

Now for the buildup to 2nd rebellion from after Haymitch's book:

Flaws:
It's not necessarily a rebellion as opposed to the full scale rebellion and war in MJ.
It will probably be boring and it'll be hard to write either a Haymitch or even Plutarch POV (which many fans, myself included, want)

As a final addition to the benefits of first rebellion -
Explore the rabies breakout mentioned straight up in the first prequel, when Jessup gets fully taken over by rabies from the bat (movie)/raccoon(book).

This is a minor thing but I just really wanna see that minor detail expanded upon.

In addition to the friendship between Dean and Snow's dad, there's also an opportunity to explore their falling out from Dean's*joke* idea for hunger games at school, and how his dad stole the idea (which also ties to Clemensia stealing credit for Snow's sponsorship homework).

→ Benefit to the first rebellion
You get to explore the life of Panem before the war, how the first rebellion sparked (perhaps to draw parallels to Katniss and how she became the face of 2nd rebellion).
You get to also, explore Snow's father and his friendship with Dean Highbottom.

There are a few flaws or problems (and benefits), however, with both ideas, a logical compromise is needed.

→Flaw for the first rebellion:
Just like the sequels, the prequels follow up chronologically, so to suddenly take a sharp turn 50+ years back is a HUGE change and a risk for the writer.

Now, I was thinking there are 2 ways to approach this,
→ you can either write about the first rebellion before the hunger games became a thing/law for control over the districts,
OR...
→ go a little off the rails and go for the buildup between failed 2nd breakout to MJ.

•In both games, select tributes attempt to break out of the arena and begin a rebellion #2, sparked by Plutarch Heavensbee, the masked man behind the plot, playing double agent, ultimately on the districts' side. The only difference - young Haymitch fails to break the arena, Katniss succeds.

Parallels:

•Both take place during the round quarter years since the end of first rebellion (50/75).
•To mirror 1st point, both cover the quarter quell concepts as "games of special significance" (games with their own cruel twist).

•The focus tribute is a female from district 12 again, and she has a district 12 partner whom she wants to protect (Katniss and Peeta // Lucy Gray and Jessup).

Obviously, these 2 books kind of have more differences than not, but they also have more similarities than that and CF and MJ.

•The story begins with a lot of worldbuilding, and the games don't begin until way later - Katniss explains how district 12 life is like//Snow explains how poor his family is
