2/3 Intent does not matter. The damage to society is the same regardless of intent.
3/3 Punishment is not important, change in behaviour is. That is why the public online platform showing resolutions of complaints is so important. Honesty must be rewarded, rather than dishonesty.

1/3 It is not to establish truth, but rather address 'provable false statements' made by politicians to the public. These are not that common, but are the most dangerous because they later form the premises for further falsehoods.
