But all it does is reaffirm the status quo, and indulges the louder voices agitating for said status quo. I’m sure that’s universal (and universally depressing 😂)

It’s tough when any citizen activism that doesn’t play into the existing views of councillors (here in Brussels) is met with hostility- one of the downsides of a more politicised local government

And when you do get active and you put the time in, and you're confronted by political disinterest (at best) and bureaucratic obfuscations), you burn yourself out pushing back, don't achieve what you'd like, become disillusioned, and then ultimately tune out (speaking from my experience)
