It seems to me to rely entirely on some form of dualism, or at the very least a rejection of functionalism. Otherwise the answer for "why does the quale of pain respond to the physical sensation of pain?" is the same as asking "why is water H20?" They are not separate phenomena.

As far as I can tell, it's just a variant of the fine tuning argument that gets around the anthropic principle by claiming that the vast majority of life in all possible worlds would be "psychophysically disharmonious." And the fact that we are not experiencing this is an update in favor of theism.
