This is every bit as racist as what Trump's Department of Homeland Security is posting recently, except for this they've couched their racism in liberal language so that people who are not willing to be quite as openly racist can support it too.

I think everyone understands what's really going on. The function of ICE is to keep immigrants in precarity so they will do difficult manual labor jobs for low wages. Canada has a temporary feudal worker program for the exact same purpose.
People support this, but don't want to be confronted by it.

Trump's government seems unstable, but it could not survive without significant regime support from corporate, institutional, and social groups. Many of his supporting voters are not wealthy or influential, so who are the wealthy and influential people providing support to allow him to continue?

i distinctly recall these two officers telling me that they do not have the tools to actually provide help for people, but they felt that they're expected to deal with it anyway, and they wish the city would provide the tools

Anti-fascists are not an organization, and there's already a flag to represent it, but it's not the flag of any nation because nationalism is an essential component of fascism. Nothing good comes from flag-shagging like this.
