Very good (and often forgotten) point. University expansion via polys happened organically. The gap in curriculum and quality closed over time and the ‘92 legislation granting university status was mostly a recognition of what had already happened… Richard Hoggart’s autobiography is good on this.

Yes I think that’s right, broadly speaking. A confluence of many factors (as explored in the article) including generational ones. Buxton’s a fairly well healed area so doesn’t fit the ‘left behind’ stereotype. Reform essentially replacing the Tories there, I guess.
